Upchurch Parish Council Report - December 2017

Report of the Parish Council meeting 7th December 2017

Bus services
Following the announcement by KCC that the 326/7 bus services could be cut Chalkwell has said that the subsidy they receive from KCC only pays toward the evening services and the Saturday services. The daytime services Monday to Friday and the school services would NOT be affected if KCC does decide to remove the subsidy. KCC is preparing its final proposals which will go to consultation on 18th January and residents are urged to respond to the consultation. KCC will make its final decision in May and if there are changes then they will take effect from September 2018.

Dog fouling issues
The Parish Council has been contacted by residents concerned about the issue of dog fouling in the parish. Dog walkers are asked to clean up after their dog and to dispose of the waste responsibly, the waste can be put in litter bins and domestic waste bins. It is an offence not to clean up after your dog and a person who is guilty of an offence will be issued with a fixed penalty notice. The amount of the penalty is £100. Failure to pay the fixed penalty will result in prosecution and a fine of £1,000.

Environment
Councillors proposed a vote of thanks to Mr Bob Friend for his generous donation of a Christmas tree for the village. The tree was installed and decorated by Parish Councillors.

Paddock and Recreation Ground
The Recreation Ground car park will be locked outside of surgery hours and only permit holders will be allowed to park there at other times.
Extra bollards will be installed around the perimeter fence of the Recreation Ground to make the area more secure.
The Council agreed to purchase two litter bins for the Paddock.

Planning
i. Application Ref: 17/503860/FULL
Address: St Thomas Yard,  Holywell Lane Upchurch ME9 7HP
Proposal: Change of use of land for the stationing of 3no. Mobile Homes and 3no. Touring Caravans for residential occupation with associated utility building, hard standing, steps to mobile homes, fencing, cesspools and new access (Retrospective).
Councillors considered the application and agreed that previous objections stood.  Concerns were also raised about the multiple entrances which have been created; the damage caused to the hedgerow; drainage and sewerage issues; and the telecommunications caused by the applicant removing the telegraph pole. Councillors AGREED UNANIMOUSLY to object to the application

ii. Application Ref: 17/505765/FULL
Address: 10 Horsham Lane Upchurch Sittingbourne Kent ME9 7AN
Proposal: Creation of a first floor extension and alterations to fenestration (Resubmission of 17/503948/FULL)
Councillors considered the application and had no comment to make save that neighbours’ views should be taken into consideration.

iii. 17/505797/FULL
1 Callows Cottages Poot Lane Upchurch Sittingbourne Kent ME9 7HE
Demolition of existing detached single garage and erection of a new detached double garage with a workshop.
Councillors considered the application and had no comment to make save that neighbours’ comments be taken into account.

iv. Application  No:17/503464/FULL
Location:  Land Adj to  18 Wallbridge Lane Upchurch
Proposal:  Amended  levels to site and frontage walling.
Councillors considered the application and had no comment to make save that neighbours’ views should be taken into consideration. There were drainage and environmental impact concerns but this would be dealt with by the planning officer.

Battle’s Over 2018 Commemorations
Battle’s Over 2018 is a national event with churches ringing out bells for peace. Some villages are lighting beacons and there has been a lot of interest in Upchurch. A working party will be formed to consider ideas for Upchurch.

KALC Community Award 2018
The KALC Community Award is to acknowledge a resident who has made a significant difference to the village. The award will be presented at the Annual Parish Meeting. Nominations for the KALC Community Award should be sent to the Clerk by 31st December 2017.

Full Council - 4th January at 7:30pm in the Village Hall.
The Planning Committee and General Purposes Committee - 17th January at 7:30pm in the Committee Room of the Village Hall.

All residents are welcome to attend the meetings and there is a time for members of the public to comment, raise concerns or ask questions.
