Upchurch Parish Council Report - October 2017

Report of the Parish Council meeting 5th October 2017

Paddock and Recreation Ground
A quote has been obtained to increase security for the Recreation Ground and further quotes will be obtained.  Parking arrangements for the Recreation Ground will also be considered as part of making the area more secure. The Guides have planted a mixture of seventy daffodils and tulip bulbs along the Chaffes Lane side of the rec under the trees.

Residents have complained about the amount of dog fouling in the Paddock which is a health hazard especially for young children. Dog owners are request to clean up after their dogs.

Allotments
There have been a few issues with people clearing plots and putting the debris on other plots, this is being investigated. The water pipe has been installed.

Address: 101 Wallbridge Lane Upchurch Gillingham Kent ME8 7XD
Proposal: Retrospective planning permission for a boundary wall higher than 1m adjacent to a highway. Planning permission to complete a partially completed single storey front extension at variance from the permission already granted (15/509416/Full).
Councillors considered the proposed extension and had no objections to it as long as it did not encroach on any parking spaces. Councillors were concerned about the height of the wall and the impact it might have on sight lines and whether it was in the right place.
Councillors agreed there were no comments to make save that neighbour’s concerns be taken into account and the position of the wall needs to be checked to ensure it is in the correct place.

The application will be considered by Swale Borough Council Planning Committee on 12th October.

17/503787/FULL 37 Homefield Drive 
The application will be considered by Swale Borough Council Planning Committee on 12th October.

Highways
KCC Highways have been jet spraying some roads in the parish. The gullies have been cleared in Chaffes Lane and Holywell Lane was closed for drainage issues.

Environment
Gas cylinders had been dumped by the recycling bins opposite the golf course and some have been removed. Swale Borough Council will ask Berrymans, who own the bins, to remove them as the bins attract fly tipping in the layby.

Date of next meetings:
The Planning Committee and General Purposes Committee will meet on Wednesday 18th October at 7:30pm in the Committee Room of the Village Hall.
Full Council will meet on Thursday 2nd November at 7:30pm in the Village Hall.

All residents are welcome to attend the meetings and there is a time for members of the public to comment, raise concerns or ask questions.
