Upchurch Parish Council Report - December 2017

Report of the Parish Council meeting 7th December 2017

Bus services
Following the announcement by KCC that the 326/7 bus services could be cut Chalkwell has said that the subsidy they receive from KCC only pays toward the evening services and the Saturday services. The daytime services Monday to Friday and the school services would NOT be affected if KCC does decide to remove the subsidy. KCC is preparing its final proposals which will go to consultation on 18th January and residents are urged to respond to the consultation. KCC will make its final decision in May and if there are changes then they will take effect from September 2018.

Dog fouling issues
The Parish Council has been contacted by residents concerned about the issue of dog fouling in the parish. Dog walkers are asked to clean up after their dog and to dispose of the waste responsibly, the waste can be put in litter bins and domestic waste bins. It is an offence not to clean up after your dog and a person who is guilty of an offence will be issued with a fixed penalty notice. The amount of the penalty is £100. Failure to pay the fixed penalty will result in prosecution and a fine of £1,000.

Environment
Councillors proposed a vote of thanks to Mr Bob Friend for his generous donation of a Christmas tree for the village. The tree was installed and decorated by Parish Councillors.

Paddock and Recreation Ground
The Recreation Ground car park will be locked outside of surgery hours and only permit holders will be allowed to park there at other times.
Extra bollards will be installed around the perimeter fence of the Recreation Ground to make the area more secure.
The Council agreed to purchase two litter bins for the Paddock.

Battle’s Over 2018 is a national event with churches ringing out bells for peace. Some villages are lighting beacons and there has been a lot of interest in Upchurch. A working party will be formed to consider ideas for Upchurch.

KALC Community Award 2018
The KALC Community Award is to acknowledge a resident who has made a significant difference to the village. The award will be presented at the Annual Parish Meeting. Nominations for the KALC Community Award should be sent to the Clerk by 31st December 2017.

Extra GP Appointments Available over Christmas and New Year in Swale

Last week, NHS England approved funding for the NHS Swale Clinical Commissioning Group to provide extra GP appointments over the Christmas and New Year period, including on the bank holidays.
The extra GP appointments will be available in the evenings, at weekends and on the bank holidays and are designed to increase capacity and relieve pressure on the system from 22nd December to 8th January.
NHS Swale Clinical Commissioning Group have been liaising with a number of GP practices to provide this extra capacity at short notice and the additional appointments will be available for all patients from the CCG area, rather than just those registered at that surgery.
GPs in Swale will provide extra appointments in the evenings, at weekends and on Christmas Day, Boxing Day and over New Year in a bid to relieve the pressure on A&E and out of hours services over the festive period.
As part of the budget announcement, NHS Swale Clinical Commissioning Group, which plans and buys health services in the area, has been able to work with GPs locally to ensure appointments are available throughout Christmas and New Year.
Not all GPs will be open in the evenings, on the Bank Holidays and at weekends - but those which are, will be able to see patients who are currently registered at any of the GP practices within the Swale CCG area.
The NHS is under unprecedented pressure locally and nationally with many people going to A&E when they could get care elsewhere. The move by NHS Swale CCG is expected to help to relieve this pressure.
Other steps are also being taken including more beds in hospitals, more GP capacity in walk-in-centres, and more community support.
Local GP Dr Fiona Armstrong, Chair of NHS Swale CCG, said: “The additional GP appointments are a big step for patients and a huge commitment from GPs in Swale. We’ve worked very quickly to put this in place and we’re indebted to those GPs and practices who have committed to open their doors over Christmas and New Year.
“Many people are still using A&E inappropriately and we urge everyone to consider self-care where appropriate and ensure they are stocked up on over the counter remedies such as painkillers and medicines for coughs, colds and flu, and vomiting and diarrhoea.
“If people do need medical advice, we’re asking them to choose wisely and call 111. NHS 111 will be able to signpost people to the most appropriate GP surgery.
The additional GP capacity will run from 22nd December to 8th January and the CCG is also looking at increasing the number of GP appointments available into the New Year as well.
Dr Armstrong added: “People who are unwell in Swale can access a wealth of services including pharmacies, GPs, practice nurses and other practice staff such as health care assistants, walk-in centres and minor injury units at both Sittingbourne and Sheppey.
“If you’re unwell this Christmas or New Year, think carefully about where to go for advice and treatment. NHS 111 is just a call away and can advise you if you’re unsure, and can also help you find access to GPs out of hours, in the evenings, at weekends and on bank holidays.”

Upchurch Cricket Club Vs Upchurch Football Club - Charity Football Match in aid of the Air Ambulance

Saturday 30th December

This year will be the 4th annual Upchurch Cricket Club Vs Upchurch Football Club Charity Football Match in aid of the Kent, Surrey & Sussex Air Ambulance.

The Club started by raising £150 in the first year, £350 the second year and £600 last year.

This year, they hope to raise £1000 by selling tickets for spectators at £5 per adult and with help from this year's match sponsors:

The format this year will be slightly different when Upchurch Colts FC kick off at the home ground in Holywell Lane at 10:00am in a match against their parents.
This will be £3 per person for players.

The Cricket Club Vs Football Club - seniors match kicks off at 11:00am.
This will be £10 per person for players.

Bacon rolls, teas and coffees will be on sale and the bar will be open throughout the day.

Coastal Guardians - Could You Be One?



Help protect, monitor and understand Kent's outstanding marine environment through a programme of practical learning opportunities. Guardians of the Deep is a three year HLF project, being delivered in partnership by Kent Wildlife Trust, Medway Swale Estuary Partnership, Thanet Coast Project, Natural England and Kent County Council.

Part of the project is to establish a network of volunteer Coastal Guardians, trained to be the eyes and ears of Kent's coast. Whether your interest lies in bird watching, angling, walking the dog or simply enjoying the view, you can plan an important role by:

Recording/reporting wildlife sightings
 Reporting strandings, pollution incidents and illegal activities
 Promoting your favourite stretch of coast
 Taking part in (or organising your own) beach cleans

“A Dockyard Matey Makes Good” by Rob Smith - Book Signing Aboard Edith May

Author Rob Smith will be signing copies of his book “A Dockyard Matey Makes Good - The life and times of Robert Smith ('Nige')” aboard Edith May on Saturday the 20th of January between 10:00am and 3:00pm.

As a local (Lower Halstow) author, Rob's aim is to make the book available to anyone with past connections to Chatham Dockyard and/or Shipyard apprentices. The book is also a humorous reflection of society in the 1960s.

Since the book's publication in 2015, Rob has held local book signings where contributions were made to the charities - Teenage Cancer Trust and The Royal British Legion.


In his first book, “A Dockyard Apprentice's Story”, Robert Smith ('Nige' to his mates) told of his formative years as a young trainee in Chatham Dockyard, where he trained as an engine fitter and turner. The Technical Progressman was set in the 1960s, taking up the story from the point where Rob transferred to the Weapons Section as a Technical Progressman. Now Rob has added a third and final part, about his post-Dockyard adventures working with the Royal Aircraft Establishment (RAE), and in posts with the MoD and Government agencies, and published the whole story in one volume. The full story of his career is packed with interesting stories, and Rob's sense of humour shines through.

Attempted Theft of Lead Flashing and Van Broken Into - Upchurch

Between Thursday the 7th and Friday the 8th of December, attempts were made to remove lead flashing from the roof of a property being renovated in Oak Lane, Upchurch.

Between 5:10pm and 7:40pm on Wednesday the 13th of December, a van was broken into while it was parked in Forge Lane, Upchurch. Business paperwork and a small amount of cash was stolen, along with the gear stick knob.
