Missed Appointments

As last time this still a major concern with patients not attending appointments and/or informing either their local Surgery or the Medway Hospital that they cannot attend.

A total 59 patients failed to keep appointments during the last month, including 17 from Upchurch/Lower Halstow.

If you find you are unable to keep an appointment please give the Surgery as much notice as as possible by Tel: 01634 231423 or the Hospital.

Given the ever increasing demand this may allow your slot to be re-allocated to another patient.
Bowel Cancer Screening

Patients are still NOT taking the offer up when they receive the letter/test kit in the post, and those failing to return are increasing monthly. In the last 12 months 163 failed to respond.

Can you really afford to ignore such an offer!

Repeat Prescriptions/Register On-line with Patient Access

Please do to ask for drugs that you DO NOT need.

Also remember to register with Patient Access on-line to order your prescriptions and/or make appointments to see a Doctor.

FLU Vaccination

95% of patients have taken the opportunity of this service - Well Done.

Now the Surgery is encouraging patients with Asthma, Diabetes and those who take immune suppressants to attend.

Please telephone the Surgery to make an appointment as soon as possible.
Shingles Vaccination

If you are aged 71 - 75 or 78 - 79 years of age between the 1st September 2017 and 1st April 2018 you are entitled to a shingles vaccination. Again please telephone for an appointment.

KCC Report from County Councillor Mike Whiting - November 2017


Meadowfield (Foundation Special) School
I have written a letter supporting proposed expansion of the school from 209 pupils to 348 pupils from 1st September 2019 and alter the lower age range at the school to include nursery provision, also from 1st September 2019. I believe the planned expansion will help address an increasing demand for local places within my division and more generally across Swale for children with profound, severe and complex needs including autism.

Junction 5
I was pleased to get assurances at the last KCC meeting of Kent’s opposition to the proposed Option 12a by Highways England. I have subsequently attended a meeting between Gordon Henderson MP and Highways England at which the agency acknowledged the opposition to Option 12a at all levels locally and said they would be reviewing their plans and all of the responses thoroughly before publishing their preferred option for further consultation in January or February next year.

Coastal Defences
The Environment Agency has produced its preferred “Medway Estuary and Swale Flood Risk and Coastal Risk Management Strategy” to manage our shoreline for the next 100 years. The Agency is proposing to hold the line with sea defences along the Upchurch Parish coastline, by raising sea walls as sea-levels rise, though is proposing to allow flooding along a section of Raspberry Hill Lane the other side of Lower Halstow. Members of the public are invited to two consultation events; 30th November at Eastchurch Village Hall on Sheppey, and 6th December at Riverside Country Park, Gillingham. Both events run from 3pm to 7pm.

Oak Lane
Swale Councillors have agreed development at 116 Oak Lane subject to agreement with KCC and the developer on a suitable traffic calming scheme in Oak Lane. Most of the nearby residents I have spoken to told me their priorities are to stop traffic mounting the pavement, to slow the traffic down and ensure they can get in and out of their driveways safely. While accepting many would have preferred to see access to the new development from Wallbridge Lane and not Oak Lane, the fact is Swale has now ruled that out and, moving forward, I have said I will support any traffic calming scheme that meets those three residents' priorities.

Report of the Parish Council meeting 2nd November 2017

Anti-Social Behaviour
Upchurch has been subjected to an unprecedented amount of anti-social behaviour in recent months and this is becoming extremely costly to the Parish Council.
In May, a new picnic bench, which had cost £513, was burnt out in The Paddock, residents had worked hard to raise the money to enhance area. New safety matting, which cost £1296.00, was installed in October under the swing in the Paddock and this was subsequently ripped up. A spate of graffiti occurred on 31st October and benches in the Paddock and also the Recreation Ground fence were targeted and, most disappointingly, the new bus shelter which cost over £7,000 was also attacked with graffiti.
In addition to this rubbish bins have been burnt out in the Paddock and other graffiti has occurred in the village on several occasions. There have also been issues with littering in the Paddock and other areas and this again is costly to the village.
All incidents have been reported to the Police and the matters are being investigated.
Some of the criminal damage has been covered by the insurance although the Council has had to pay the excess, and future premiums will be affected; some of the criminal damage has not been covered by the insurance so the Parish Council has had to foot the bill. This will ultimately impact on the precept and Council Tax may have to rise so the burden of the cost of this anti-social behaviour will ultimately fall on residents.
Upchurch Parish Council asks that all residents be vigilant and to report any incidents to the Police on 101 or 999 in an emergency. PCSO John Cork is working diligently to try to combat the surge in vandalism and the Parish Council is extremely grateful for his support.
Councillors are working hard to enhance the village for the benefit of residents and hope that everyone will help to keep Upchurch a great place to live in. Thank you for your co-operation.

Community Warden
Upchurch now has the help of a KCC Community Warden who has been patrolling the village and Paddock to help combat dog fouling and to report any problemsThe Community Warden will work closely with PCSO John Cork.

Environment
Following the recent graffiti attack on the village, Mr Paul Boakes responded very quickly and arranged to have the graffiti removed from the bus shelter. The Parish Council is extremely grateful to Mr Boakes for his help.
Councillors agreed to have a Christmas tree in the village which will be installed on 2nd December. The Parish Council is extremely grateful to Mr Bob Friend for the generous gift of the tree.
The next annual village clean will be in March 2018 and it is hoped residents will come forward and volunteer to help.

Planning
i. Application Ref: 17/504725/FULL Bedfont House Holywell Lane Upchurch ME9 7HN
Proposal: external changes to the existing building
Councillors agreed that there was no comment to make save that any objections or comments from neighbours be taken into consideration.

ii. Application: 17/505019/FULL Ridgedale Riding School Halstow Lane Upchurch
Proposal: Retrospective application for Change of use of land to a mixed use site, to continue the equestrian use and add residential use for three Romani Gypsy families. Site to contain three static caravans, three touring caravans, parking for 6 vehicles with associated development
Councillors considered the application and were concerned about access to the footpaths; the site is on a flood plain and is unsuitable; there is environmental concern regarding waste from drainage and sewerage; Swale Borough Council has fulfilled its quota of Gipsy and Traveller sites to 2031; the vans do not move so the residents do not meet the criteria of traveller status; concern was raised regarding the impact of the area.
It was AGREED UNANIMOUSLY to object to the application.

iii. Ref: 17/505284/FULL 46 Woodruff Close Upchurch Kent
Proposal: Proposed single storey rear extension, first floor front extension with cat-slide roof and single storey front porch
Councillors considered the application and had no comment to make save that neighbours’ views be taken into account.

iv. Ref: 17/505215/FULL 2 Wetham Green Cottages Wetham Green Upchurch
Proposal: Replacement of existing fence with 1.4m high fence
Councillors considered the application and raised no objections.

v. Ref: 17/505293/FULL School Cottage Holywell Lane Upchurch
Proposal: Removal of the existing single storey rear conservatory and the erection of a single storey rear extension.
Councillors considered the application and had no comment to make save that neighbours’ views be taken into account.

vi. Four Gun Field
Members were informed that the angle of the block paving at Four Gun Field makes the water run into the lane as there are no drains. This is a retrospective issue and Cllr Lewin and Cllr Rosewell will investigate.

Paddock and Recreation Ground
General Purposes Committee has consulted with users of the Recreation Ground car park and the Council has agreed that there should be a formal agreement with a charge of £40.00 per annum per vehicle for residents, who have no driveway and who are immediate neighbours of the Recreation Ground, to park on the access road to alleviate parking on the road.

KALC Community Award 2018
Councillors agreed to participate in the Awards again to acknowledge a resident who has made a significant difference to the village. Nominations for the KALC Community Award should be sent to the Clerk and the award will be presented at the Annual Parish Meeting.

England Coast Path - Iwade to Grain

Natural England has begun to investigate how to improve coastal access along a 58 km stretch of the Kent coast between Iwade and Grain. This new access is expected to be ready in 2018.

Officers from Medway Council and Kent County Council are providing Natural England with expert local advice and helping to make sure there is full consultation with local interests during the development of the route.

Natural England is now visiting all the land on this stretch of coast that is likely to be affected by the proposals and discussing the options in detail with:

people who own or manage the land
• relevant local and national organisations who have an interest in the stretch

After final discussions have been held with those who have a legal interest in the land, Natural England will begin refining and checking their proposals to improve access to this stretch of coast. This may start sooner for some sections of the stretch than others.

The proposals will be finalised and then published in a report to the Secretary of State for the Environment, Food and Rural Affairs. This is expected to take place in May 2017. Once published, the report will be available on GOV.UK and advertised in the local press.

Copies of the report will be placed in council offices and other appropriate locations in the local area for people to view.

Natural England will contact affected owners and occupiers and the local and national organisations that must be notified by law, to make sure they’re aware that the report has been published.

Once the report has been published, you’ll have 8 weeks to comment on the proposals.

Anyone who wishes to comment will be able to make a representation on the report and owners or occupiers of affected land will be able to make an objection.

The Secretary of State will consider all representations and objections before making a decision about approval of Natural England’s report.
