Upchurch Parish Council Report - January 2017

Report of the Parish Council meeting held on 5th January 2017.

ENVIRONMENT
A resident raised the issue of fly tipping by the bottle bank in Oak Lane and the Council will contact Swale Borough Council regarding the issue. The Council had also arranged for the road sweeper to come out on two occasions prior to Christmas. Other areas where littering has been a problem were reported to the Council and the Chairman, Cllr Ripley, will monitor the situation.
Following the success of “Clean for the Queen” in 2016 the Parish Council will participate in “The Great British Spring Clean” which is being supported by the Borough Council. Local organisations and residents will be encouraged to help with this and further details will follow.

PLANNING

Proposal: New Aluminium framed warehouse

The Parish Council had received no objections about this application and Councillors considered the application could be good for the local economy. It is already an industrial site and adding more warehousing will cause an increase in traffic. Concerns were raised about parking issues, lorries currently park along the A2 and at the top of Oak Lane, additional warehousing would decrease the parking on site and cause more lorries to park on the local roads resulting in increased rubbish and it was noted there would be no toilet provision for these drivers. KCC Highways are closing laybys to stop lorries parking in them and this will exasperate the issue. Councillors agreed to support the application in principle and would emphasise concerns about the parking issues which must be considered.

Holywell Lane- Cllr Lewin informed Members that SBC has issued a Stop Notice to prevent any more structures going onto a site in Holywell Lane.

Oak Lane/ Wallbridge Lane- The Clerk has contacted Kent Highways about the issues which have arisen since the hedge has been removed, traffic is travelling faster as the road looks wider and this stretch of road has become incredibly dangerous. There has been no response as to how Kent Highways propose to address the issue. If residents are concerned about this issue they must Email: alan.blackburn@kent.gov.uk

CHURCH
Councillors will meet with the vicar on 16th January to discuss village needs to see how the church can reach the community.
The church wall has been repaired although it has been reported that another vehicle has hit the wall and Cllr Masson will assess the damage.
The church clock has stopped after a recent power cut and Cllr Horton and Cllr Masson will restart the clock.

GRANT
The Parish Council has agreed a grant of £1,000.00 towards the cost of the Village Hall heating project.

THE PADDOCK AND RECREATION GROUND
The picnic benches have been delivered and a suitable site will be agreed by the General Purposes Committee. 
Work has started on the bollards around the recreation ground car park. When completed it will help ensure vehicles are not driven onto the field causing damage.

BURIAL GROUND
Members were informed that a complaint had been received about an overgrown grave which has been investigated. The unauthorised bench has been removed from the burial ground.

FOOTPATHS
The footpath sign in Chaffes Lane has blown over and has been reported by the Clerk.

KALC COMMUNITY AWARD
Councillors considered all nominations received for the award and were pleased to hear of so many worthy recipients although only one can go forward for the award. Councillors made their decision and the award will be given at the Annual Parish Council meeting on Thursday 4th May and all residents are invited to attend.

One of Upchurch’s longest running weekly groups closed it’s doors this afternoon after an amazing 68 years!

Upchurch Darby & Joan has hosted weekly meetings for older residents from Upchurch and the surrounding area for over six decades and was an important lifeline for many of it's members, offering friendly support and the chance to meet up, have a chat and enjoy one another's company.

The Clubs 40 members enjoyed a farewell party today, with a buffet, raffle, games of bingo and music performed by singer Trevor Styles. Everybody received a farewell gift of sweets and a wrapped crockery cup and saucer set to make one final cup of tea in.

Thanks go to regular organisers, Jean sims and Doll Patrick, Diane Macaulay and everyone else who has helped run the Club over the years.

Members plan to meet up for one final time and enjoy a cream tea together, sometime in March.

Oswald Clark 1917 - 2016

Sadly to announce the death of Oswald Clark at the age of 99 at his home in Christchurch, Dorset just before Christmas.

Born in November 1917, Oswald was the eldest son of the Reverend and Mrs Hugh Clark, former vicar of St. Mary's, Upchurch. Oswald lived in the old vicarage with his parents up until their retirement in the late 50's.

He is survived by his wife Diana and their daughter Alison.
