Report of the Parish Council meeting 5th April 2018

Councillor Vacancy
No election had been called and Mrs Janet Marshall has been co-opted on to the Parish Council.
  
Planning
i. Ref: 16/508709/FULL
Address: Former Oil Depot Abbey Wharf Standard Quay Faversham
Proposal:Erection of 10no. dwellings with associated parking and landscaping.
Councillors considered the application and had no comments to make.

ii. Ref: 18/501012/FULL
Address: 1 Callows Cottages Poot Lane Ham Green Upchurch
Proposal: Erection of a single storey side extension to existing kitchen.
Councillors considered the application and had no comments to make save neighbours’ comments should be taken into account if they arise.

iii. Ref: 18/500971/FULL
Address: 138 Chaffes Lane Upchurch Kent ME9 7BD
Proposal: Creation of a rear dormer window, front and side velux roof windows, and vehicle crossover.
Councillors considered the application and had no comments to make save neighbours’ comments should be taken into account if they arise.

Allotments
There are still a few plots available at the allotments and anyone interested in having a plot should contact the Clerk. There is a preferential rate for residents of the parish.

Burial Ground and Churchyard
The new system of rubbish removal is working well and visitors to the Burial Ground are separating the waste.
Mrs Walters has terminated her contract for Burial Ground gardening forthwith, the Council thanked her for her sterling work at the Burial Ground and loyal service over the past twenty five years.

Environment
The Parish Council is organising the Best Kept Garden Competition and gardens will be judged in July.
The phone box has been removed.

Finance
Councillors agreed to make a grant of £250 towards the cost of the insurance for the Village Fete.

Battle’s Over 2018 Commemorations
The Council has approached several companies for a quotation and EAPL have offered to make the beacon for £400.00 being the cost of materials with no charge for labour. Quotations for an oak post for the beacon will be obtained.
The beacon could be installed approximately 5m from the benches on the Oak Lane side of the Recreation Ground. A musician has been found to play the Last Post on 11 November 2018.
Councillors considered whether to purchase a Tommy silhouette, which costs £750.00, as part of the Battle’s Over Commemoration but felt that as the Council is installing a beacon for the commemorations and will support Borough-wide street parties.

Full Council - Thursday 3rd May 2018 at 7:30pm in Upchurch Village Hall.
Planning Committee and General Purposes Committee - Wednesday 16th May at 7:30pm in the Committee Room of the Village Hall.

All residents are welcome to attend the meetings and there is a time for members of the public to comment, raise concerns or ask questions.

Upchurch Parish Council - Invitation to Tender for Grounds Maintenance

The Parish Council is disappointed to report that due to the contractor pulling out of Kent without warning, it has not been possible for the usual grounds maintenance to be carried out at the Recreation Ground, Paddock or Burial Ground.

Councillors are working to address the situation and thanks residents for their patience and understanding.

Parents & Friends of Holywell School Charity Golf Day 2018 - The Winners and Thank You


Parents & Friends of Holywell School are delighted to announce their recent Golf Day, held at Upchurch River Valley Golf Club on Monday 16th April 2018, was a great success!

This year the numbers attending were somewhat depleted with 4 teams dropping out within days of the competition.

However, it was a glorious day and was enjoyed by all who attended, helping to raise approximately £500 for our school.

The Competition results were as follows:

Hole 1 Nearest the Pin in two shots - Mark Dennis

Hole 7 Nearest the Pin - Gary Lamb

Hole 12 Nearest the Line - Martyn Pitts

Hole 13 Nearest the Pin - M Pierson

Hole 17 Longest Drive (fairway) - Neil Cornwell

Ladies Competition Team Prize - Wendy Pitts, Call Ball, Diane Catchpole and Margo Bronger

Mens Competition Team Prize - Gary McCulluch, Alan Kent, Matt Unger and Gary Lamb

Congratulations to the overall winner - Sam Lloyd

The prizes were presented by Headteacher Mr Darran Callaghan.

Temporary Road Closure - Lower Hartlip Road, Newington

The closure is to enable cabling works in connection with the installation of broadband to be carried out by Morrison Utility Services, working with Openreach.

There is a possibility that the works may over-run for such reasons as adverse weather conditions or unforeseen engineering difficulties.

Temporary Road Closure - Breach Lane, Upchurch

A daytime closure of part of Breach Lane, Upchurch is planned for Wednesday the 2nd of May 2018 for up to 1 day.

The closure is to allow works to be carried out by UK Power Networks to cut back vegetation from overhead power lines, and there is a possibility that the works may over-run for such reasons as adverse weather conditions or unforeseen engineering difficulties.
