Temporary Overnight Road Closures - A2 High Street, Newington



Wednesday the 23rd & Thursday the 24th of August 2017
 
Overnight closures of part of A2 High Street, Newington, near Sittingbourne are planned from Wednesday the 23rd of August 2017 for up to 2 nights.

Closures are from 8:00pm through until approximately 5.00am each night.

A2 High Street will be closed between the junctions with Playstool Road and Callaways Lane.

There will be no direct access between Sittingbourne and Rainham using the A2 during these works.

The alternative routes are:

For motorway traffic via A2 Keycol Hill, A249 Maidstone Road, M2 from Junction 5 to Junction 4, A278 Hoath Way, A2 London Road and A2 High Street.

For non-motorway traffic via A2 Keycol Hill, A249 Maidstone Road, Detling Hill, Sittingbourne Road, Bearsted Road, Wat Tyler Way, A229 Upper Stone Street, Sheal’s Crescent, A229 Hayle Road, Bishops Way, A229 Fairmeadow, Royal Engineers Road, Chatham Road, Maidstone Road, A230 Horsted Way, Maidstone Road, A2 Best Street, Brookside, Union Street, New Road, Chatham Hill, Rainham Road, Watling Street, Sovereign Boulevard, Watling Street, London Road and High Street.

For light traffic under 6’ 6” wide via A2 Key Street Roundabout, Chestnut Street (note 6’ 6” width restriction), Wormdale Hill, Wormdale Road, Bull Lane and Playstool Road.

Access to the remainder of the A2 continues from either direction up to where the road is actually closed, but there will be no through access during the works.

Various side-roads will be closed at their junctions with the A2 as the works progress, with local diversions signposted on site.

Operatives will be on site to allow managed access for residents and their visitors whenever it is safe to do so, but there are likely to be delays and certain times when this is not possible for safety reasons.

The closures are to enable Kent County Council to carry out essential carriageway patching works.

The works have been timed to be carried out overnight during the school holidays, to reduce their impact

Some delays are to be expected, especially earlier in the evenings, so it is recommended that motorists allow extra time for their journeys or consider using alternative routes during these works.

These works are weather dependent, and if adverse conditions prevent works being fully completed within the planned dates given, the duration may need to be extended or some works re-scheduled.

Swale's New Local Plan 2014 - 2031

On July 26th at the Full Council meeting of Swale Borough Council, I presented a report recommending the adoption of a new Local Plan for Swale.

This recommendation to adopt came after a period of extensive consultation starting in 2012 and an Examination in Public, by the Planning Inspectorate, which required two hearings. The outcome of the Inspector’s hearings was that the Local Plan was “sound”.

A Local Plan is a very strategic document for Local Planning Authorities such as Swale, in that it sets out the spatial strategy for development and infrastructure also the local development management policies which will be applied to new planning applications during the plan period.

In consequence of the settlement strategy used, many villages were not required to take up some of the housing growth required by the Planning Inspector across Swale - locally this applies to Hartlip, Lower Halstow and Upchurch. This does not mean that there will be no housebuilding in those villages as there will always be infills, small windfall sites, changes of use etc.

In Upchurch, nevertheless, there has been an appeal lodged against the refusal of planning permission for 41 homes at the rear of Jubilee Fields – this site has not been allocated in the last or new Local Plan. Please contact me if you need further details.

The Inspector also accepted the Council’s re-assessment of need for Gypsy and Traveller Accommodation across Swale as being 0.2 pitches per annum for the plan period. This arises from the Government’s change in definition in PPTS [2015].

Now that the new Local Plan has been adopted, Swale will begin work on a review required by April 2022. There will be plenty to do as the Inspector points particularly at the need to address the highway implications of the incremental development across the borough especially along the main highway corridors during the next five years. Government has already committed £100m to the redesign of J5 of the M2/A249 and we are expecting consultation to begin before the end the year.
