Upchurch Festival of Music Present Canterbury City Brass Band

The Upchurch Festival of Music Committee are pleased to present the return of the very popular Canterbury City Brass Band under its charismatic Conductor Will Powell on Saturday the 4th of July at 8:00pm in St. Mary's.



Entry is FREE but there will be a retiring collection.
Refreshments during the interval will be provided by the Friends of St. Mary's.

How Did Upchurch Celebrate The Queen's Coronation?

Richmond Class in Holywell School are learning about the Queen's Coronation. As part of our research we would love to hear what people remember about that day and how it was celebrated in Upchurch.

This will help the children understand how to use photos, artefacts and real life recounts to learn about the past. It will also help them link local history with a significant event in British history.

Latest News from Upchurch WI


First of all a big Thank you to all those who supported our Wine and Wisdom evening last month. The raffle raised £152.00 towards the Defibrillator Fund.

At our May Meeting we discussed and voted on the Resolution that will be debated at the 100th Anniversary meeting at The Royal Albert Hall next month - Failing to care - assessment of need in long term care. This was followed by a supper of four varieties of home made soup with crusty bread which was very much enjoyed.

Outside of the monthly meeting we've had a pamper day where members were able to choose to have a back massage, reflexology or a mini facial, and several members have been learning to crochet. There are several other cookery and craft classes in the pipeline.

The speaker at our meeting on 9th June will be a representative from the Air Ambulance Service. We would be pleased to welcome visitors.

We would also love to see you at our cake stall at the Village Fete on 20th June.

Upchurch Parish Council Report - May 2015


The Annual Meeting of the Parish Council took place on Thursday 14th May at the Village Hall followed by the monthly meeting of the Parish Council where 7 Councillors were present and 5 members of the public.

Delivery of Acceptance Forms – The Councillors signed their declaration of acceptance of office forms in front of the Clerk and the 7 Councillors were welcomed to the Council. Cllr Tucker was nominated as Chairman and Cllr Arnold as Vice-Chairman. Cllr Horton was welcomed to the Council. The election of representatives took place and are as follows: Cllr Tucker and Cllr Horton – KALC, Cllr Tucker – Village Hall, Cllr Rose and Cllr Denny – Police Liaison Officer, Cllr Arnold – Highways, Cllr Masson – External Funding, Cllr Lewin – Twinning Group. The roles and responsibilities were agreed as the following: Cllr Denny – Paddock and Recreation Ground, Cllr Masson – Allotments, Cllr Rose and Cllr Denny – Burial Ground and Churchyard, Cllr Denny, Cllr Rose and Cllr Tucker – Internal Financial Controls. The Clerk was confirmed as the Responsible Financial Officer.
Minutes of the meeting held on 2nd April 2015 – There were no amendments to the minutes and it was proposed by Cllr Rose and seconded by Cllr Arnold that they be accepted as a true record. All agreed.
Minutes of the Extraordinary Meeting held on 15th April 2015 – There were no amendments to the minutes and it was proposed by Cllr Arnold and seconded by Cllr Rose that the minutes be accepted as a true record and all agreed. Cllr Tucker signed them.
Public TimeHolywell Lane – A resident raised concerns regarding fly tipping in Holywell Lane. Cllr Tucker advised that Swale Borough Council should be contacted and how to go about doing so. Youth behaviour issues in the village - A resident raised concerns regarding the behaviour of youths in and around the village. Cllr Tucker advised that incidents should be reported to PCSO John Cork on 07772 226217. Burial Ground Proposal – A resident raised concerns regarding the Burial Ground proposal. A discussion took place regarding this and the fact that a lot of plots are currently non-compliant and that the Council are currently trying to form a proposal that will ensure all of the plots are compliant and that the plot owners receive a set of rules and regulations at the time of purchase. A private meeting is to be arranged with the resident to discuss their own plot in more detail. Planning Department at Swale BC – A resident questioned the handling of planning applications at Swale Borough Council. Cllr Tucker reported that the Council had raised with Swale Planning the issue that we are not currently being kept up to date with outcomes of applications.
Correspondence – The Village Fete committee had requested permission to use the Recreation Ground for supervised parking. It was agreed that permission should be granted. The Clerk had received a letter from a resident regarding the lack of flowers in Upchurch, it was agreed that this would be looked into by the Clerk to see if SBC could assist with planting.
Planning – 15/502716/FULL – Breach Farm Paddocks – Cllr Denny reported that herself and Cllr Tucker had discussed this application and that the Council would be strongly objecting for the following reasons: It is a large plot of land which could lead to further applications in due course, the access is very poor, there are three containers currently on the land, one of which is to remain which raises the question as to what the container will be used for. There is also concern over the planned erection of an amenity building. 15/503148/ADV – Greens Motor Group, London Road – Cllr Denny reported that the labelling on the plans was incorrect and that there were concerns with regards to the glare from lighting. Permissions and Refusals -Cllr Tucker reported that the planning committee will be checking the Swale Planning site regularly and updating the planning list that can be seen on Upchurch Parish Council website. Other Planning Matters – MC/14/3784 Land North of Moor Street Rainham – Cllr Tucker advised that the application had been refused and an appeal had been submitted. 15/501944/FULL – Land adjoining and rear of Jubilee Fields Upchurch – A drop in session had been held by Clarendon’s who are the contractors for this site. Cllr Tucker attended this and reported that the contractors gave the impression that the application was being backed by Swale Planning which was a conflicting view to that previously given by Swale Ward Councillors. Horsham Lane Garage – The Clerk was asked to chase the Enforcement Officer regarding the signs at this site.
Points raised at Annual Parish Meeting – Windmill Hill – Cllr Arnold reported that as Windmill Hill would be closed for re-surfacing he would make a further request for a pavement on the Hill. Bus Shelter – Cllr Masson advised that he is currently awaiting prices and will then be looking into funding.
Finance The Clerk had circulated copies of the annual audit return and it was agreed by all that the Clerk should submit the annual return to the auditors.
Insurance Renewal – The Clerk advised that two quotes had been received but after careful comparison of these it was agreed to stay with the current insurance company AON.
Clerk’s Course – Cllr Tucker reported that the Clerk had requested the permission of the Council to take the Certificate of Local Council Administration Course. It was agreed by all that the Council would support this.
Recreation Ground – Removal of Trees – The Clerk reported that the diseased trees would not now be removed until August due to nesting birds.
Paddock – Play Equipment - Cllr Arnold advised that the replacement parts had been received for the play equipment and would be fitted shortly.
Burial Ground and Churchyard – Cllr Rose reported that she had made no changes to the actual rules and regulations of the Burial Ground but had added a maintenance page and added a paragraph asking that the purchaser inform the Clerk of any change of address. A statement to be signed by the purchaser on receipt of the rules and regulations has also been added.
Highways – Street Lighting – Cllr Arnold is currently putting together a proposal to cover the structural and testing requirements of the street lights.
Other Matters not yet arising – Bridleways – Cllr Lewin reported that he had attended a Swale West Forum where the lack of bridleways had been highlighted and due to the increase in volume of traffic on the country roads they are currently trying to raise awareness of this and the dangers involved. The intention to provide more bridleways will rely on willing land owners as bridleways usually run across private land. Burial Ground steps – The Clerk is awaiting a quotation from a contractor for the works required to improve the Burial Ground steps.

Upchurch WI - Centenary Village Defibrillator Project


This year the Women’s Institute will be celebrating its Centenary and as a branch of East Kent, Upchurch are no exception with 40+ members meeting monthly in the Village Hall. The committee and members are united in wanting to do something to mark the occasion and would like to provide, with your help, a Defibrillator for our village and the community.

We have started the ball rolling by informing the Parish Council of our plans as we value their support and yours and we have been in touch with The Community HeartBeat Trust who have provided us with a Project Guide on a Community Public Access Defibrillator. Other rural areas are already realising the importance of these projects and how it can reduce the constraints on ambulance services. The cost of this would be in the region of £2500 and already donations have been promised towards this target.

Over the next few weeks we will be writing to organisations to see if they would like to contribute in some monetary way. This doesn’t have to be a huge sum although that is always welcome. You could hold a raffle, coffee morning or any fund raising event. If we all pull together we can achieve what might seem an impossible task to some, but for our community here in Upchurch, we know we can do it. A Defibrillator can be a lifesaving piece of equipment that you now see in many public places and who knows – it might be one of us who are in need one day.


The Defibrillator will need to be sited in the centre of the village and will be in a locked, weatherproof cabinet. Several local venues have been identified and individuals will be contacted with regards to their thoughts and participation. As a WI we are planning to host an open session in the next few months when we will be explaining this in more detail so please keep a look out for further information.

We do hope that you are as enthusiastic as we are and can offer your support and even consider coming along to one of our meetings which are held in the Village Hall on the 2nd Tuesday of every month barring August. We are just like Marmite, you will either love us or hate us but 
you don’t know until you try!

Distraction Burglaries in Kent

Please see below - A gentle reminder:

Water Board Artifice

Between the 23rd and 24th of March there have been a number of burglary artifice offences. All of the offences have 2 suspects that claim to be from the water board. They mention the need to locate the stop-cock. Offences are mainly on East Division in Deal, Dover, Canterbury on the 23rd and Ashford and Faversham on the 24th.

Distraction burglary/artifice is where the offenders trick or dupe the occupant or distract them, allowing the other person they are working with to gain access to the property and commit burglary. The elderly are particularly vulnerable to distraction burglary.

Please be vigilant. Be cautious, representatives from water, gas and electric companies rarely visit without appointments. If you are unsure do not answer the door.

VE Day in Upchurch May 1945 by David Wood

When Winston Churchill announced that the Second World War had officially ended 70 years ago on May 8th 1945, massive rejoicing took place in towns and villages across the country. After six years of hardship and loss people felt great relief and joy as they got ready to party. Celebrations were held in Upchurch on Tuesday 15th May, 1945.

Red, white and blue bunting gaily decorated The Street while Union Jack flags flew in many parts of the village. Cecil Bishop directed the operations, the church bells were rung and the bellringers included ex-prisoner of war Horace Boakes.

The most notable feature of the celebrations took the form of a decorated trolley that patrolled the village on which people appeared in fancy dress. These included Mrs. Joan Latter, Mr. Hamilton, Teddy Neame and members of their families. While Mrs. Latter played the piano on the trolley Mr. and Mrs Grigg and Mr. and Mrs Higgins made a collection for the Upchurch Welcome Home Fund. A total of £14/13/1d was collected from the watching spectators.

Later in the day Reverend Lightburne conducted a service in the church, Roy Rogers played the organ and a small orchestra participated. Members of the Parish Council, the Civil Defence and the police attended a packed service.


Children’s parties and victory teas were held in different parts of the parish. About 60 children attended a party in 'The Three Sisters' pub and were entertained with music and games after which every child was presented with a beaker bearing the flags of the allied nations and the famous V sign. They also received a red, white and blue bag with sweets and a new sixpence.

In The Street 58 children attended a party in the Infants school while In Oak Lane 24 children sat on Mrs. Burton's lawn where they were served with iced cakes and tea. Games and races in Ted Tress's orchard followed this. Afterwards the children were presented with a book, a pencil, a rubber, a shilling and a three penny piece.

At Gore Bank about 40 children sat down in Mr. Boakes’s orchard. After tea races took place and prizes that included a cockerel and eggs were presented to the winners. Every child received a token and sweets, babies were given a ball and money, older girls got a china beaker and money and older boys received a knife and money. A bonfire and fireworks followed this before Mrs M. Boakes presented prizes.

At Ham Green a victory tea took place in Mr. Hinge's meadow attended by about 40 children. Messrs Hinge, Holloway, Starnes and Howland gave gifts and money, Mrs Witherden gave strawberries and Mrs. Moon from Poot House gave cherries while Mrs Pat Atkinson from Webb’s Cottages looked after the children’s competitions. After races and games a bonfire with figures of former Nazi leaders Hitler and Goering sitting on top was lit and accompanied by fireworks. Street parties were also held throughout the parish where people sang, danced the hokey-cokey, performed the conga and ate and drank at decorated tables to celebrate the end of the war.

Annual Parish Meeting Report 2015


The Annual Parish Meeting took place on Thursday 30th April at the Village Hall where 8 Councillors were present and 19 members of the public.

Chairman’s Introduction – All present were warmly welcomed by the Chairman.
Minutes of the meeting held on 24th April 2014 – There were no amendments to the minutes and in the absence of a public copy it was proposed by Cllr Rose and seconded by Cllr Lewin that they be accepted as a true record. All agreed.
Presentation of the Accounts – The Clerk presented the Accounts for 2013/2014 and referred to the KCC match funding grant of £750 which was received in order to make improvements to the Recreation Ground, the new fencing was erected in March and the Council are still looking into the costings for a bench. The Burial Income was £1000 less and is expected to continue to decrease due to the lack of space. The expenditure for Street Lighting Repairs had been one of the biggest outgoings due to extensive repairs needed to several lights and faulty bulbs now being replaced with more expensive LED bulbs.  The Clerk explained that it is the Council’s intention to implement a three year budget plan. Presentation from Scott Montgomery – Community First Responder – A presentation was given from Scott Montgomery highlighting the need for a First Responder in Upchurch and detailing the vital work the First Responders carry out. Once a 999 call is received for a medical emergency a First Responder is despatched and will usually be on the scene before an ambulance, it is normally the First Responder that will commence life-saving medical assistance including CPR. Throughout Kent there are 300 First Responders, all of which are volunteers. Mr Montgomery praised the work of the W.I in their efforts to raise money to purchase a defibrillator for Upchurch. Mr Montgomery had brought along three volunteers to demonstrate their equipment. Cllr Tucker thanked Mr Montgomery for his very informative speech.
W.I Report on defibrillators – A representative from the W.I reported that as part of their 100 year anniversary celebrations they are raising money to purchase a defibrillator for Upchurch. It was reported that their fund raising has been very successful so far with over £1000 raised and further donations have been promised. They are currently looking for an appropriate site for the defibrillator and as the Parish Council will be responsible for the maintenance of the defibrillator are keeping the Clerk and Chair informed of their progress. Any donations should be made out to the W.I.
Chairman’s Report – Cllr Tucker gave her report of the Parish Council’s year and covered a wide variety of areas including the bus shelter proposal, the memorial for Barbara Webb, crime within the Village, the Burial Ground proposal, the role of the Village Caretaker and the Burial Ground Gardener, the Village Fete and the Recreation Ground and Allotment areas. Cllr Tucker thanked all of the Councillors for their support throughout the year and Claire Attaway who had resigned as Clerk in December following six years in the role. Presentation of KALC Community Award Cllr Tucker thanked Jan Lacy for her outstanding voluntary work with various groups and organisations in the village. Mrs Lacy was presented with a certificate and bouquet of flowers. Mrs Lacy thanked the Council and commented that she would continue to work with the groups as she gained so much pleasure and enjoyment from it.
Matters arising and questions on the Chairman’s report -.  Presentation to Cllr New and Cllr Rossiter– Cllr Tucker thanked Cllr New and Cllr Rossiter for their work as Parish Councillor’s and presented them with a bottle of wine and basket of flowers each. They both thanked the Council and said that it had been both a privilege and pleasure to be both a Clerk and Councillor for Upchurch Parish Council. Cllr Rossiter went on to say that she felt that the Parish has a strong Council now which is positive for the future. Bus Shelter – Several residents raised concerns that the bus shelter had taken so long to progress forward. Cllr Tucker reported that Cllr Masson is currently putting a proposal together and that the Council are looking into funding in order to make the bus shelter a priority. Church Wall – A resident asked when the Church Wall would be sprayed. Cllr Tucker advised that the contractor had already been asked to spray the wall and would be doing so as soon as weather permitted. Windmill Hill – A resident raised concerns regarding the dangers to pedestrians on Windmill Hill and asked if the Council were doing anything about this as they were getting no responses from KCC. Cllr Tucker reported that the Council continuously raise the issues of road safety at Swale Forums but are met with the response that KCC have to prioritise and that there is no evidence for the changes we request. Cllr Arnold reported that he would continue to chase Highways but advised that he was not receiving responses from them either. Recreation Ground – A resident raised concerns that the recent issues with tyre tracks on the Recreation Ground were mainly due to residents leaving the gate open allowing unauthorised vehicular access. He suggested that another sign be placed on the gate asking for it to be closed at all times. Thank you to the Chair – Cllr Lewin thanked Cllr Tucker for her tireless work and her commitment to the Parish Council during the interim period between Clerks and commented that this was appreciated by all.
There being no further business the Chairman thanked those present for attending.

Proposed Development of 41 Homes at Jubilee Fields



Following representation to Swale Borough Council they have extended the consultation time by 21 days on this proposed large development within the village giving residents until the 11th May to lodge comments.

Whilst many Upchurch residents have already lodged objections to this development within the village, it does give further opportunity to others who may not be aware of this proposal, to make their feelings known.

The main objections to this development have been:

Jubilee Fields is a Greenfield Site.

The site forms part of the character of Upchurch as a village rather than an urban area.

Planning was refused in 2008 by S.B.C. and 2009 by the Secretary of State.

The infrastructure of the village would be under tremendous strain, sewage, water, doctors, school, electricity, parking, additional traffic and light pollution to name a few.

Upchurch has already a substantial number of planning proposals either passed or under consideration such as:-

50+ homes at Four Gun Field
15 homes at Canterbury Lane
300 + homes at Otterham Quay Lane

All of which will erode the rural gap.

If Upchurch is to remain a village it is important as residents that we express our feelings to Swale Planning Department. Contact details are:-
